Obituary

It is with deep sorrow and a heavy heart that we announce the passing of Anne Jeanene Waters-Lipsey, who left this world on March 4, 2026, in her beloved hometown of Savannah, Georgia. Born on December 17, 1942, her life was a tapestry of love, laughter, and warmth that she shared with those fortunate enough to know her.

Anne's education began at St. Mary's Catholic School and continued through Cuyler Junior High School and then Alfred E. Beach High School, where she was a proud member of the Class of 1960. After graduation, Anne enrolled in Savannah State College and went on to graduate in 1965 with a degree in Business Administration.

Following her graduation, she moved to Washington, D.C. and began her professional career working at the Justice Department. In 1966, Anne relocated to New York City where she worked for the New York State Department of Taxation and Finance. Eventually, she returned to her roots in Savannah where she dedicated many years working at Savannah State College, first in the Business Office and later in the Financial Aid Office.

The heart of Anne's life was her family. She was the loving and devoted wife of her husband, Albert Lipsey whom she married on September 16, 1967 in Bronx, New York. Theirs was a beautiful union characterized by a deep love for one another and a supportive partnership that continued to grow with their faith in God. Together, they created a nurturing environment where their sons, Jeffrey and Stephen thrived in all their endeavors. To them, she rendered unconditional love, instilling values that would guide them through life.

Anne was a proud grandmother to Dante, Jared, Isabella, and Evan embracing every moment spent with her and lovingly sharing her wisdom and stories. Family vacations and gatherings enriched her life. Her love of family reunions and her passion for learning about family history underscored her deep commitment to bringing the family together.

A devoted Christian, she was an active member of St. Benedict the Moor Catholic Church serving as a Eucharistic Minister and being a member of the Council of Catholic Women where she made countless friends and touched many lives.

In 1961, while attending Savannah State College, Anne was initiated into the Gamma Upsilon Chapter of Alpha Kappa Alpha Sorority, Inc. She was a socialite who enjoyed interacting with her friends, as evidenced by her involvement in The Savannah Chapter of The Sophisticates and The Savannah Chapter of Moles. She loved being a member of those organizations and attending events with her husband.

A woman of many interests, Anne found joy in shopping for the latest fashions and attending Savannah State College football games with her husband. She had a fondness for soap operas and loved to engage in conversations while walking with close friends at Lake Mayer which always included big smiles and much laughter.

Anne is survived by her beloved sons, Jeffrey (Tonya) and Stephen (Tawnia); her cherished grandchildren, Dante, Jared, Isabella and Evan; and a host of family members, including her brothers-in-law James Herbert Lipsey, Ralph Lipsey (Betty) and Manning Lee Lipsey (Tammy); her nephews Mark Lipsey, Alvin Waters, Jr., Jerod Gibson, Yancey Lipsey, and James "Jay" Lipsey; her nieces Grace Ocasio (Edwin), Lynette Lipsey-Hughes (Michael), Rebecca Waters-Jackson (Clarence), Rachel Waters-McLaughlin (Athens), Crystal Lipsey-Dean (Thomas), and Michelle Waters; with numerous cousins, great nieces and nephews, and extended family members.

Anne's beloved husband Albert preceded her in death. She was also predeceased by her father, Warner Waters, Sr.; her mother, Isabelle Rebecca Dowse-Waters; and brothers Warner W. Waters, Jr. (Ruby), Robert L. Waters, and Alvin Waters, Sr. (Selina).

Anne Lipsey's life, filled with love, laughter, and unwavering support for her family, has left an indelible mark on all who knew her. Her spirit will continue to inspire and embrace while guiding us with her legacy of kindness and devotion. She passed peacefully unexpectedly, surrounded by love, and her memory will forever shine bright in our lives.

Funeral Mass/Celebration of life will be held Saturday, March 14th at 11AM at St. Benedict the Moor Catholic Church, 441 E. Visitation is Friday, March 13th 6-8PM at Adams Funeral Home 510 Stephenson Avenue Savannah, GA 31405

Burial: Catholic Cemetery 1720 Wheaton St. Savannah, GA 31401.

Anne Lipsey will be missed dearly by those who knew her. Her spirit will live on in the memories of her loved ones.
